11 Oct City Councils Respond to Mosque Building: An America-Saving Template

City Councils in Texas are addressing a rising number of applications for construction of mosques, Islamic schools, and centers. While run-of-the-mill zoning concerns may be present, there are far more consequential considerations that city councils and planning and zoning commissions should take into consideration when evaluating applications for constructing these institutions. Those concerns relate to the mandates and specifics of sharia,[1] Islamic law, and to the Islamic conquest now ongoing in America.
City Council members in Texas (and presumably in most American cities) take an oath of office to “… preserve, protect, and defend the Constitution and laws of the United States and of this State, so help me God.” City council members rightfully strive to uphold that oath, including the First Amendment’s protection of freedom of religion.
However, the First Amendment:
- Does not require or excuse an official’s decision to ignore the threat of the unlawful behaviors that sharia mandates or permits,
- Does not compel those officials to turn a blind eye to the mission of some jihadists to impose sharia as a system of laws on America, overthrowing America’s laws and constitution. In other words, the First Amendment does not require that leaders ignore the ongoing Islamic conquest of America.
Two points on the U.S. Constitution and sharia:
- Instead of the Constitution protecting sharia, the Constitution should be understood as protecting Americans from sharia, because sharia does not permit the freedom of religion or speech, or equal rights for men and women, or other freedoms that the Constitution guarantees.
- To the extent Islam allows or mandates otherwise unlawful actions, to that extent First Amendment protection of religion does not extend to it.
If America is to have another 250 years of freedom, more city council members and other community and elected leaders need to come up to speed on the unique threat to freedom posed by sharia, the Islamic law that is the DNA of Islam, and on the threat presented by the institutions and individuals determined to impose sharia and Islam, peacefully or otherwise, on the American people.

Islam is a Conquering Ideology
Since the creation of Islam, for the past 1,400 years, followers of Islam has engaged in relentless and usually grotesquely violent conquest of non-Muslim nations and peoples, for the purpose of forcing the world into submission to Islam, ruled by the barbaric and ironclad Islamic law, called sharia. One very scholarly book that captures both the fact of relentless conquest and the theology/ideology that compels devout Muslims to engage in conquest, is “Sword and Scimitar: Fourteen Centuries of War Between Islam and the West” by Raymond Ibrahim.
Woven into the DNA of Islam is the requirement for devout followers to engage in jihad, holy war, for the purpose of imposing Islam and its governing law, sharia, on all non-Muslims. Obedient followers must seek to kill, convert, or subjugate “infidels” meaning non-Muslims, peacefully or otherwise.[3] Not all Muslims follow sharia or engage in jihad, peaceful or otherwise, but the existence of peaceful or moderate followers of Islam does not change the 1,400 year history of Islamic conquest, nor does it change the reality that millions of Muslims DO thoroughly embrace the jihadist mission. There are moderate Muslims; there is no moderate Islam.
There is an Islamic Conquest of America Underway
There is an agenda, an actual battle plan, written and adopted by the Muslim Brotherhood (MB) in 1991, to conquer America and impose Islam and Sharia, Islamic law, on America, using what the MB calls “Civilization Jihad.” The Muslim Brotherhood document is called “An Explanatory Memorandum,” found HERE, and among the key points it makes is that the mission of Islam in America is to utilize Civilization Jihad to overtake America. In their words:
“The process of settlement is a ‘Civilization-Jihadist Process’ with all the word means. The Ikhwan [Muslim Brotherhood] must understand that their work in America is a kind of grand jihad in eliminating and destroying the Western civilization from within and “sabotaging” its miserable house by their hands and the hands of the believers so that it is eliminated and God’s religion (Islam) is made victorious over all other religions.” (Italicized word added.)
The recent massive increase in the number of Islamic immigrants to America and especially Texas, and a corresponding great increase in the number of applications for the building of Islamic mosques, centers and schools, must be considered in the context of understanding the civilization jihad agenda.

In Texas, the explosive increase in the number of mosques is undeniable: there are at least 350 mosques and Islamic centers in Texas, roughly equating to a 35% increase in total mosques over a ten-year tracking window, according to Dallas Morning News. Such growth in mosques is tied to the extremely rapid growth of the Muslim population in Texas, which has roughly tripled over the last 30 years, growing from an estimated 140,000 in the mid-1990s to 400,000–500,000 in recent tracking.
How Civilization Jihad, Conquering by Islam, is Carried Out
One vehicle of expanding the Islamist agenda in America is by seeking political office. An example of how relentlessly determined Islamists have overtaken an American city can be found in Dearborn Michigan, where Muslims now control the levers of power in that city, and according to a recently filed lawsuit, now routinely discriminate against, dishonor, and exclude Christians and Jews. Another form of Islamic conquest today is the insistence that Islamic law, sharia, be treated as of equal validity and applicability as the host country’s law, or that Islamic enclaves be permitted to rule their communities under sharia, thus creating parallel societies.[4] Examples include demands for halal food in public schools, parallel banking laws, AKA sharia finance; efforts to build Muslim only communities such as the EPIC community in Collin County Texas.
Another form of Islamic conquest today is to take control of more and more territory, including purchasing Christian churches that are closing, and converting them into mosques. Every piece of property built or overtaken is another beachhead for the conquering.
Building mosques is not like building new churches or synagogues. Muslims have historically used mosques as weapon storage facilities, and for Islamic courts that dispense “justice” under sharia, not under American law.
What’s so bad about letting sharia govern America?
The authoritative manual on sharia is set out in a book anyone can order from Amazon, called Reliance of the Traveller, found HERE. Every Islamic institution in the world is rooted in and wedded to sharia.
Sharia is a foreign law, a totalitarian, military, 1,400- year-old conquest ideology, utterly and irreconcilably contrary to (1) American law, (2) the First Amendment’s guarantee of freedom of speech and religion, (3) the core promise of individual liberty, and (4) the ideal of representative government based on the consent of the governed.
Three specific aspects of why American leaders must be alert to what sharia is and why it cannot be allowed a foothold in American society are:
- Many of the specific tenets of sharia are draconian and fundamentally inconsistent with the individual liberties guaranteed under our Declaration and Constitution. Sharia permits/demands the death penalty for blasphemy (you can never question any Islamic teaching or Muhammad), and for apostasy (once Muslim, you can never leave Islam). Sharia affirmatively denies women equal rights, supports forced child marriage, and allows for honor killing.
- Sharia is itself a whole and complete system of governance, a brutal totalitarian ideology, a replacement for all law. Sharia is the law of the land in some Muslim-majority countries and it is the zealous mission of many followers of Islam to make sharia the law in America. Article VI of the American constitution says that the Constitution IS the Supreme Law of the land and that means sharia cannot be.
- Demanding tolerance of and deference to sharia is a tactic of civilization jihad. Each instance of submitting or deferring to sharia is a victory for the jihadist in bringing America into submission to Islam.
Back to City Councils across America.
Officials at every level of government have a duty to protect America, and not only can but must take into consideration the context, the facts on the ground, in responding to requests and making decisions. There is no obligation for these officials to ignore or turn a blind eye to the 1,400-year record of unrelenting Islamic conquest[5], or to ignore the present-day words and actions of Islamic leaders throughout Western Europe and in America, who regularly speak of imposing sharia and Islam on America.
Advocacy that sharia be honored IS advocacy against the American ideal of God-given freedoms of life, liberty and the pursuit of happiness, and against the Bill of Rights. Advocacy for sharia IS advocacy against the rule of law and the supremacy of the United States Constitution.[6]
Rubber-stamping applications for the construction of mosques, Islamic Centers or Islamic schools, just because the application forms were filled out correctly and deadlines were met, without staking out and protecting the pro-America, pro-Constitution grounding of their communities, is not good enough. Enabling the continued expansion of mosque building without requiring answers to the questions of whether those institutions intend to advocate for sharia, or attempt to impose the mandates of sharia, is an abandonment of the duty to protect the community and the American rule of law.
Every city council in America should protect the American structure of laws, our US constitution, and our commitment to human freedom, and therefore should strive to prevent the institution of Islamic law, sharia, in any aspect of government, education, culture, or community.
A final word. Opposing the ongoing Islamic conquest of America is not racist. Islam is not a race. Opposing the Islamization of America is not hateful. LOVE for America and for freedom and for the United States Constitution and for the beauty of our founding ideals that include that all men and women are created equal; that the Creator who endowed us all with unalienable rights to life, liberty and the pursuit of happiness is a loving God—the God of the Bible, and that we Americans in our times will defend those ideals.
A Sample Resolution for Construction Permits
Resolution for adoption by the
City Council of the City of XYZ, State, USA
WHEREAS, this City Council desires to maintain our City as an attractive place to work and live, to promote and facilitate the healthy growth of our City, by taking actions to preserve and protect a pro-Declaration of Independence, pro-Constitution and pro-freedom culture and identity for the City; and
WHEREAS, Islamic law, sharia, is in conflict with the Declaration of Independence, the Constitution of the United States of America (the ‘Constitution’) and the rule of law in the United States of America and [State], and thereby appears reasonably likely to undermine the culture and identity this City Council desires to preserve and protect; and
WHEREAS, this City Council wishes to comply with the First Amendment and protect the freedom of religion and speech, and also to protect the culture of liberty of our citizens, the City Council will apply the following requirements to applications for permits for construction of all religiously affiliated entities including places of worship, community centers, and schools;
NOW, THEREFORE, IT IS RESOLVED:
That the following requirements shall be imposed on all applications for permits for the construction of all religiously affiliated entities within the City of XYZ:
- Religiously affiliated entities shall affirm in writing through duly authorized representatives that the owners, operators or any other form of construction permit applicants for a religiously affiliated entity shall not permit, authorize or allow any teaching or other form of instruction or education (whether or not such teaching, instruction or education is identified by any applicant as religious doctrine) at the religiously affiliated entity that:
- Allows, authorizes, encourages, permits or otherwise condones the Apostasy doctrine that calls for the killing of persons who choose not to worship at all, or choose to cease worshiping, or choose to cease worshipping at one religiously affiliated entity and commence worship at another (and this City Council does hereby expressly acknowledge the foregoing language is intended to ban any and every religiously affiliated entity from advocating for or in any way endorsing or supporting the punishment of death for apostasy by any person, and this City Council does hereby expressly acknowledge the foregoing language is intended to uphold America’s First Amendment-guaranteed freedom of religion);
- Allows, authorizes, encourages, permits or otherwise condones the killing of persons who speak or write words, positive or negative, pro or con, about any person, living or dead, or faith leader or particular faith (and this City Council does hereby expressly acknowledge the foregoing language is intended to uphold America’s First Amendment-guaranteed freedom of speech);
- Allows, authorizes, encourages, permits or otherwise condones the overthrow or replacement of the Constitution as the supreme law of the land in the United States of America or any state thereof.
- Absent such written affirmations by an applicant for a construction permit as described herein, no permit shall be issued to such applicant for construction of a religiously affiliated entity.
- Any and all permits issued in reliance upon the written affirmations as described herein shall be subject to revocation, and the religiously affiliated entity subject to closure and possible demolition, if this City Council is presented with evidence it finds to be sufficient to conclude that the permittee has not abided by or is not abiding by the terms of the requirements stated herein.
This City Council shall determine the terms and conditions and timetables by which such evidence is to be presented, considered and made the basis for any conclusion or decision.
