• This is an ‘inspector’s’ report, not a prosecutor’s; Barr/Durham still to come
• This inspector – Michael Horowitz – has an ‘institution-preserver’ mindset; he understates findings and conclusions to soften reaction
• The stench of willful FISA abuse by senior FBI/DOJ officials is rife in this report
• FBI Director Wray wants to retrain everybody for the future of FISA….
…but accountability for the abuses of the past—still to come

The Inspector General’s report now makes clear that the FBI launched an intrusive investigation of a U.S. presidential campaign on the thinnest of suspicions that, in my view, were insufficient to justify the steps taken. It is also clear that, from its inception, the evidence produced by the investigation was consistently exculpatory. Nevertheless, the investigation and surveillance was pushed forward for the duration of the campaign and deep into President Trump’s administration. In the rush to obtain and maintain FISA surveillance of Trump campaign associates, FBI officials misled the FISA court, omitted critical exculpatory facts from their filings, and suppressed or ignored information negating the reliability of their principal source. The Inspector General found the explanations given for these actions unsatisfactory.
…the malfeasance and misfeasance detailed in the Inspector General’s report reflects a clear abuse of the FISA process.

Ø US govt corruption in Ukraine under Obama/Biden is an important American interest
Ø It is an appropriate subject of investigation
Ø It is what a new President ought to care about given the growing body of evidence
BUT BEWARE – there is a whiff of ‘uni-party’—meaning Democrat and Republican—corruption involving the Ukraine before and after the 2016 election…the corruption is so vast as to possibly motivate the US Senate, under Judiciary Chairman Lindsey Graham, to shut down an impeachment trial just to cover up the evidence
